You may have seen media coverage recently about poor-quality insulation work and installer suspensions under the government’s Energy Company Obligation (ECO) scheme. We want to reassure you that this coverage relates almost entirely to External Wall Insulation (EWI) installations and, in some cases, traditional internal PIR board systems without adequate ventilation.
The CIWI (Cavity Internal Wall Insulation) system being delivered or has been delivered by Union Technical Services for Whiteinch & Scotstoun Housing Association is fundamentally different. Our process uses a bead-based insulation system designed specifically for traditional pre-1919 solid wall tenements. It is installed alongside modern ventilation upgrades, ensuring balanced airflow and preventing condensation or mould.
It’s also worth noting that the issues highlighted by the media have been concentrated in four regions of England, where systemic failings in installer practice were identified. These do not relate to projects delivered in Scotland by Union Technical Services.
CIWI installations delivered by Union Technical Services are controlled under PAS 2035 and follow strict quality assurance, technical validation, and third-party inspection protocols, ensuring residents benefit from:
